The Transboundary Joint Secretariat (TJS) is one of the components of the German Ecoregional Nature Protection Programme in the South Caucasus (ENP) financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by KfW.
The project provides support to the Ministries of Environment of Armenia, Azerbaijan and Georgia to increase regional harmonization, sector development in nature conservation and related socio-economic development, as well as promote the development of state-of-the-art operational instruments for sector policies and develop strategies and instruments for sustainable financing of Protected areas.
TJS not only collaborates closely with the three Ministries of Environment of the South Caucasus, but also streamlines its activities with other organizations and donors on whom the ministries of environment may also call for services and support. TJS activities aim to support the establishment of transboundary mechanisms for nature conservation between the South Caucasus countries as well as transboundary information exchange and lessons learned.
The 3rd phase of the project (TJS-III) will work closely with the national ministerial partners responsible for protected area management and for biodiversity conservation, with other ENP programs (Support Programme for Protected Areas (SPPA); Caucasus Nature Fund (CNF) and the Eco-Corridor Programme in the Southern Caucasus (ECPC) and other stakeholders in the sector.
- Sector developments are continually analyzed and sector reports are provided to BMZ and German EC-Institutions by a sector analyst.
- A participatory approach to support the socio-economic development of adjacent communities of protected areas is further developed and promoted.
- Protected areas are promoted as destinations for eco-tourism and integrated into economically profitable tourism products.
- The Ecoregional Conservation Plan (ECP) is updated, considering new sector-developments, experiences in different projects as well as requirements of the civil society and of the ministries of environment of Armenia, Azerbaijan and Georgia.
- The Special Operational Fund (SOF) is further developed, used and known as a financial instrument for measures with transboundary objective or impact.
